Garrett Phillips, Senior Coastal Planner

Garrett Phillips re-joined CREST in 2022 as the Coastal Planner, after previously serving in this role from 2014 to 2016. Garrett provides planning services to local cities, counties and ports to help them manage how they change with their local natural systems.
 
Garrett obtained a Master of Urban and Regional Planning degree from Portland State University. During his time away from CREST, Garrett created long range sub-area comprehensive plans for the City of San Antonio and was the Sustainable Infrastructure Planner for San Antonio River Authority. Garrett is thrilled to be back working with the communities around the Columbia River Estuary and Oregon’s North Coast.​


CREST provides a fantastic opportunity to support planning processes in a number of local jurisdictions, all of which have their unique characteristics and challenges.

Personal Profile

Garrett spends his leisure time with family, playing with two little ones at the park and the swimming pool, and occasionally getting out for some fishing, hiking, and rafting.  ​
