The Columbia River Estuary Study Taskforce (CREST) is seeking a Senior Wetland Ecologist. CREST is a small Council of Governments focused on watershed restoration, natural resource management and land use planning in Oregon and Washington surrounding the Columbia River Estuary.
POSITION RESPONSIBILITIES:
The Senior Wetland Ecologist will serve a senior, non-management role in the CREST Monitoring team and will collaborate closely with Monitoring and Habitat Restoration Program staff to:
The position operates under the supervision of the CREST Director of Habitat Restoration & Monitoring and the Associate Director of Monitoring. The position requires a person with strong attention to timelines, schedules, and details. Most tasks will be completed independently and require a motivated and task-driven person to complete successfully.
Desired Experience
The position requires a broad range of skills relating to the performance of wetland associated work in both Oregon and Washington; permitting support; and field research. CREST is looking for candidates with at least five years of experience completing wetland assessments, determinations, and delineations, and permitting in Oregon and Washington, including:

POSITION RESPONSIBILITIES:
The Senior Wetland Ecologist will serve a senior, non-management role in the CREST Monitoring team and will collaborate closely with Monitoring and Habitat Restoration Program staff to:
- Perform wetland characterization work including assessments, determinations, delineations, inventories, etc.
- Coordinate and submit wetland permits and perform wetland work (assessments, determinations, delineations) of CREST juvenile salmon habitat restoration projects to regulatory agencies.
- Implement pre- and post-restoration monitoring to determine and report on the effectiveness of projects.
The position operates under the supervision of the CREST Director of Habitat Restoration & Monitoring and the Associate Director of Monitoring. The position requires a person with strong attention to timelines, schedules, and details. Most tasks will be completed independently and require a motivated and task-driven person to complete successfully.
Desired Experience
The position requires a broad range of skills relating to the performance of wetland associated work in both Oregon and Washington; permitting support; and field research. CREST is looking for candidates with at least five years of experience completing wetland assessments, determinations, and delineations, and permitting in Oregon and Washington, including:
- Carrying out field work, data entry and analyses, mapping and reporting delineations for wetland assessments, ratings, and debit/credit analyses when required or requested by regulatory agencies (Oregon Department of State Lands, Washington Department of 2 Ecology, US Army Corp of Engineers), or CREST Council member jurisdictions. Studies may include wetland determinations, delineations, or inventories.
- Utilizing Washington’s and Oregon’s wetland classification or rating systems and permitting experience with wetland regulations and definitions as defined by the following regulatory agencies: Oregon Department of State Lands, Washington Department of Ecology, and the US Army Corp of Engineers.
- Coordinating and conducting assessments such as the Oregon Rapid Wetland Assessment Protocol, Washington State Wetland Rating System, and the Oregon Stream Function Assessment Method.
- Preparation and submission of regulatory applications, including the Oregon Joint Permit Application and the Washington State Joint Aquatic Resources Permit Application.
Additional Experience and Skills
In addition to the desired experience listed above, CREST is looking for a candidate with some combination of the following:
- Scientific and field research experience such as juvenile salmon sampling, vegetation transects, water quality sampling, sediment accretion sampling, topographic surveying, etc.
- Scientific and technical writing.
- Contract, scope of work, and budget development and management.
- Experience reading or interpreting engineered drawings.
- • Effective communication skills, able to create positive working relationships with colleagues and a broad range of partners, landowners, and other stakeholders.
- Collaborative, skilled in building strong teams and mentoring staff to support their professional growth.
- Flexibility and responsiveness to unforeseen project demands.
- Self-motivated with an ability to work independently.
- Efficient time management skills.
- Public speaking.
- Ability to work in a broad range of environmental conditions, including rugged terrain and adverse weather.
- Proficiency in computer office software (Word, Excel, Power point, Outlook, etc.) and familiarity and use of GIS/GPS technology.
- Excellent driving skills and holds a valid driver's license, an acceptable driving record, and proof of current vehicle insurance.
- Excellent boat driving and handling skills with a valid safe boater’s card.
Education
A minimum of B.S. in botany, environmental science, natural resource science, fisheries biology, or a related field, with at least five years relevant wetland experience. M.S. in these fields preferred. Certification as a Professional Wetland Scientist is highly desirable.
Physical Requirements
Capable of performing repetitive motions and physical tasks, including pushing up to 100 pounds, lifting up to 50 pounds, and carrying up to 50 pounds regularly throughout a normal workday.
Position Details
The position is full-time, 40 hours per week, classified as salaried/exempt and is based out of CREST’s Astoria, Oregon office. CREST staff are currently engaged in hybrid work arrangements, allowing the Senior Wetland Ecologist the flexibility to operate from their home office and the CREST office.
The position will require variable work hours, significant travel throughout the lower Columbia River and estuary region for occasional regional coordination meetings and frequent field work.
Field work conditions can include working long days (greater than eight hours) alone or in a small team in challenging field conditions, extensive driving, use of heavy fish sampling equipment, working outside in varying weather conditions, and frequent interruptions. The employee may be required to work in an environment where there are fumes, smoke, extreme temperatures (both heat and cold), noise, chemicals, dirt and dust. Field work will occur in a broad range of environmental conditions, including rugged terrain and adverse weather with the need to carry packs and gear.
CREST offers a competitive salary ($87,500 – $97,000) depending on qualifications, generous leave, a continuing education allowance, and an excellent benefit package (medical, dental, vision, deferred comp).
